The President of Turkmenistan put forward a proposal to develop a Global Security Strategy
20.09.2023 | 00:01 |President of Turkmenistan Serdar Berdimuhamedov, speaking at the plenary session of the 78th session of the UN General Assembly in New York, proposed to begin discussing the possibilities of developing a Global Security Strategy based on the principles of the UN Charter and generally recognized norms of international law, taking into account current realities and trends in world development.
Such a strategy should reflect the presence, along with traditional ones, of new risk factors that have emerged recently.
The President of Turkmenistan emphasized that he considers it necessary to include in the Global Security Strategy a number of areas of UN activity, including preventive diplomacy as a tool for preventing and neutralizing conflicts, using the potential of neutrality for the peaceful, political and diplomatic settlement of disputes and contradictions and restoring a culture of trusting dialogue based on the decisions of the UN General Assembly to declare 2021 the International Year of Peace and Trust and 2023 the “Year of Dialogue as a Guarantee of Peace,” TDH reports.
Also in his speech, Serdar Berdimuhamedov noted that, for many reasons, the current world is faced with a number of very serious challenges that affect the course of interstate relations and the implementation of agreed plans and development programs. This, in turn, could lead to the erosion of the fundamental foundations of universal security as the basis for the activities of the UN, which cannot be allowed.
For many years, Turkmenistan has firmly and persistently defended the principle of the indivisibility of security, its integrity, and the inseparability of its various aspects from each other,” Serdar Berdimuhamedov said.
“I believe that the main task of the UN is to provide just such an integral approach to the problem of security, to mobilize the experience, competencies, ideas and initiatives available to member states in a creative way, to move away from short- term benefits and advantages in the name of achieving truly fateful goals. Those that will ensure lasting peace, security and development for the long term,” the President of Turkmenistan said.
Serdar Berdimuhamedov also noted that against the backdrop of discussions about the role of the UN in the modern world, proposals for its reform, the fact remains unchanged and obvious that there is no alternative to the UN.
The UN stands today as the only universal and legitimate organization responsible for maintaining peace and ensuring universal and comprehensive security and sustainability of the modern architecture of international relations.
It is necessary to consistently and persistently use the potential of the World Organization, its political and diplomatic tools, and moral authority in order to give a balanced, non-ideologized assessment of current events and trends, overcome mistrust and confrontational tension in world politics, and try to outline prospects for compromise and mutual consideration of interests, Serdar Berdimuhamedov said.
“This can only be done under the auspices of the UN, in an open and honest dialogue. We are aware that achieving such communication will not be easy. Nevertheless, it is necessary,” the President of Turkmenistan noted.
