The UNDP has initiated a new project in Turkmenistan entitled "Developing Turkmenistan's National Capacity by Improving the Regulatory and Legal Framework towards an Energy-Efficient and Sustainable Construction Sector." This project is financed by the Global Environment Facility (GEF) and is being implemented in collaboration with the Ministry of Environmental Protection of Turkmenistan.

This new initiative aims to support Turkmenistan's efforts in combating climate change by reducing greenhouse gas emissions and fulfilling the country's international climate commitments, including the provisions of the Paris Agreement on climate change.

The project envisions the demonstration of pilot buildings utilizing the concept of near-zero energy buildings (NZEB). This will be achieved through the modernization of building envelopes, the active use of renewable energy sources, and the introduction of advanced digital information systems for meticulous monitoring and analysis of energy consumption. The project also targets the improvement of existing policies and the regulatory and legal framework, specifically the development and implementation of modern standards and building codes, as well as the establishment of effective institutional mechanisms.

"This project reflects our shared commitment to accelerating Turkmenistan's transition towards a sustainable future. Enhancing energy efficiency and introducing green standards in the construction sector are key to reducing emissions and improving the quality of life. Building upon the successful experience of our long-standing and fruitful cooperation with the Government of Turkmenistan in the field of environmental protection, we are confident that the joint implementation of this project will make a significant contribution to advancing the country's climate agenda" emphasized Narine Sahakyan, UNDP Resident Representative in Turkmenistan.

The project will be implemented in partnership with the Ministry of Construction and Architecture, the Ministry of Energy of Turkmenistan, and the Ashgabat City Hyakimlik.
