Diplomacy at a distance: Trump's envoys in Doha, but no meeting with Iran

Qatar confirmed on Tuesday that US President Donald Trump's special envoys Steve Witkoff and Jared Kushner are in Doha, but will not hold direct meetings with Iranian officials. Sometimes diplomacy works in strange ways: the US president's envoys are in the same country as their Iranian counterparts, but they will not speak to each other directly — only through intermediaries.

Qatar once again becomes the stage for back room manoeuvring, where words are passed through third parties, and the memorandum signed on 18 June continues its own life.

War may end on paper, but diplomacy lives in the corridors of power. Qatar's Foreign Ministry spokesman Majed Al Ansari said at a weekly press briefing that the US delegation would instead meet with mediators to discuss progress in implementing the recently signed memorandum of understanding between the United States and Iran.

Meanwhile, Iranian Foreign Ministry spokesman Esmaeil Baghaei on Tuesday denied reports of planned direct talks with US officials. However, he said Iran would hold a meeting with Qatar on Wednesday to discuss implementation of the memorandum, with the unfreezing of Iran's frozen assets as a key agenda item.

Iranian President Masoud Pezeshkian said on Monday that reaching mutual understanding is a bilateral matter, and if the United States honours the peace memorandum, Iran will also fulfil its obligations. The Iranian president also stressed that Iran responds to "unfounded boasts and unfounded threats" with rational decisions and resolute, fearless self defence.

On 18 June, Iran and the US signed a memorandum of understanding to end the war in the region on all fronts, including Lebanon. On 22 June, technical talks between Iran and the US began in Switzerland, following high level consultations between the Iranian and US delegations the previous day, with Pakistan and Qatar acting as mediators.

The US Iran memorandum of understanding, signed on 18 June, was the result of lengthy indirect negotiations mediated by Pakistan and Qatar.

The document provides for a ceasefire on all fronts, including Lebanon, and a 60 day transition period to reach final decisions on Iran's nuclear programme and the lifting of sanctions. Frozen Iranian assets are estimated at tens of billions of dollars, and their unfreezing remains a key sticking point. Qatar, which has traditionally acted as a mediator in regional conflicts, is once again playing a pivotal role in implementing the agreements.

When negotiations are conducted through intermediaries and the parties are in the same city but do not meet, diplomacy becomes the art of shadows. Witkoff and Kushner in Doha are not just a presence. It is a signal: America is not turning away from the agreement, but neither is it rushing to embrace. Iran, for its part, makes it clear: the unfreezing of assets is not a goodwill gesture, but a condition.

And while intermediaries pass messages and the Iranian president speaks of self defence, the memorandum continues its own life. The question is whose resolve will prove stronger: America's, which is in no hurry, or Iran's, which does not yield.
