Turkmenistan Is Developing an E-Commerce Law to Support Digital Business
The Mejlis of Turkmenistan is drafting a new law "On E-Commerce." The development of this legal act, aimed at regulating the dynamically developing sphere of digital commerce, marketplaces, and online services, was discussed at a meeting of the Cabinet of Ministers chaired by President Serdar Berdimuhamedov on Friday.
The new document aims to establish a clear legal framework for e-commerce market participants, enhance consumer protection in the digital environment, and create favorable conditions for doing business online.
Concurrently, the national parliament is working on amendments and additions to the Criminal, Customs, Labor, Sanitary, and Family Codes, as well as improving legislation to accelerate the country's integration into international legal instruments.
The development of the "On E-Commerce" document will be the next consistent step toward the formation of a modern digital ecosystem in the country. Earlier, in November 2025, Turkmenistan adopted the Law "On Virtual Assets," which laid the legal foundation for the circulation of digital assets and mining. This, combined with future commercial legislation, creates a fully-fledged environment for the development of the fintech industry.
