The partnership between Turkmenistan and the Republic of Korea is steadily evolving from a model based on one-off construction contracts into a long-term framework for industrial and technological cooperation. A special report by the Korean news agency Yonhap News from the Balkan Shipyard notes that a second 6,100-ton vessel—being built jointly on the Caspian coast with Koryo Shipbuilding & Engineering Technology (KSIT)—has already reached 77% completion.

The first 6,100-ton multi-purpose cargo vessel built jointly by Korea and Turkmenistan entered service last May, while construction of the second vessel is proceeding at full pace and nearing completion. Approximately 700 specialists, including 50 Korean engineers, are currently working at the new facility; a key achievement of the project has been the successful mastery of modern shipbuilding standards by the local workforce. As KSIT Executive Director Song Kwang-mok stated, the parties are not only preparing to lay the keels for new types of vessels and automate production but are also laying the groundwork for the local manufacture of marine equipment and piping, with a view to exporting these products to Kazakhstan and Azerbaijan.

In parallel, a Yonhap News analytical piece examines a new approach to energy cooperation: given the geographical distance that precludes direct pipeline gas supplies to Korea, the strategic alternative is the deep processing of raw materials on-site. A prime example of this approach is Daewoo E&C’s fertilizer plant project, which generates significant domestic value-added. At the same time, Korean observers emphasize that Korean businesses are shifting from traditional turnkey EPC contracts to a full lifecycle model—encompassing post-construction maintenance, the training of local personnel, guarantees of a stable operational chain, and the digitalization of facilities—thereby creating a fundamentally new competitive advantage in the Central Asian market.
