The Second CIS International Legal Forum was held at the headquarters of the CIS Executive Committee in Minsk under the motto "International Legal Dialogue in the CIS: Traditions of Cooperation and Responses to the Challenges of Our Time." The Ministry of Foreign Affairs of the Republic of Belarus and the CIS Executive Committee organized this large-scale expert platform.

The forum brought together approximately 70 delegates from Turkmenistan, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan, as well as representatives of international organizations and academic circles. Turkmenistan is represented at the forum by Ambassador Extraordinary and Plenipotentiary to the Republic of Belarus Nazarguly Shagulyev, underscoring Ashgabat's consistent commitment to developing constructive legal dialogue. It is noteworthy that the international congress is taking place in a significant year for our country – the year of the celebration of the 35th anniversary of Turkmenistan’s state independence.

Opening the plenary session, CIS First Deputy Secretary-General Igor Petrishenko noted that over the Commonwealth's 35-year history, a universal legal framework comprising over 7,000 documents has been established, and the CIS Interparliamentary Assembly has adopted over 700 model laws.

During thematic sessions, forum participants discussed new areas of international law, regional integration law, and the modernization of dispute resolution mechanisms. In this context, Turkmenistan, relying on its unique status of permanent neutrality recognized by the UN, makes a significant contribution to strengthening the legal culture and developing preventive diplomacy in the CIS.
