Chinese Premier Li Qiang on Thursday outlined the major achievements made by China in 2025 while delivering the annual Government Work Report to the opening meeting of the fourth session of the 14th National People's Congress (NPC), China's top legislature.
Xi Jinping and other Party and state leaders attended the opening meeting.
In the report, Li said China implemented more proactive and effective macro policies and worked to maintain stable economic performance in 2025.
"Early in the year, we took all necessary steps to prepare for emerging complex and volatile situations. China's economy was thus well-placed to get off to a good start and build strong momentum in the first quarter. From the second quarter on, in response to new developments facing the economy, particularly the impact of U.S. tariff hikes, we fully leveraged policies already in place and introduced a range of more robust measures to maintain employment and economic stability. These steps effectively cushioned downward economic pressure and ensured the fulfillment of major objectives for the year," said Li.
In 2025, China pursued innovation-driven development and continued to build a modernized industrial system. In addition, China continued to implement strategic plans for comprehensively building its strength in boosting the country's strategic science and technology capabilities, said Li.
"We further deepened reform and opening up and ensured smooth circulation in the national economy. Greater efforts were made to maintain stable performance of foreign trade. Exports for the year grew by 6.1 percent," said the premier.
According to Li, China has moved forward with both new urbanization strategy and all-around rural revitalization, and promoted coordinated development between urban and rural areas and between different regions.
"We took concrete steps to ensure that efforts to consolidate and expand poverty alleviation gains were well aligned with rural revitalization endeavors. The number of employed people among those lifted out of poverty remained at over 30 million," said the premier.
Li also reviewed China's key diplomatic gains in 2025, underscoring the country's role in global affairs. "In 2025, we made new advances in conducting major-country diplomacy with Chinese characteristics. We played a positive and constructive role in addressing global challenges and resolving regional and international hotspot issues. With these efforts, China made important contributions to global peace and development," he said.
