On September 2, the High-Level Forum on the Implementation of the Programme of Action for a Culture of Peace was held at the United Nations Headquarters in New York, chaired by Annalena Baerbock.

Speaking on behalf of the Group of Friends of Neutrality for Peace, Security, and Sustainable Development, Vepa Khadzhiev, Permanent Representative of Turkmenistan to the UN, outlined a conceptual vision of the role of inclusive diplomacy and institutional neutrality in overcoming growing geopolitical polarization, global conflicts, and trust deficits.

The Permanent Representative's speech focused on the fundamental relationship between a culture of peace and the principles of neutrality. Drawing on the provisions of UN General Assembly Resolution 80/262, "The Role and Significance of the Policy of Neutrality in Maintaining and Strengthening International Peace, Security, and Sustainable Development," the Turkmen diplomat emphasized that neutrality does not imply an abstract disengagement from global processes. On the contrary, it serves as a practical instrument of accountability, creating a protected, impartial space for direct dialogue and mediation where harsh confrontation prevails and traditional institutions of trust have lost their effectiveness.

A key theme of the statement was the integration of women's leadership into preventive diplomacy and escalation prevention. Noting the importance of UNGA Resolution 80/294, Turkmenistan, on behalf of the Group of Friends, called on the international community to move away from perceiving women solely as beneficiaries of peacebuilding. Women must be fully empowered as architects, negotiators, and key decision-makers at the earliest stages of diplomatic response.

The practical implementation of these principles requires institutional support for women's peacebuilding networks, greater involvement of local communities in monitoring underlying social tensions, and a systemic focus on educational programs.

A culture of non-violence and equality is established long before formal negotiations – in the educational environment and basic social institutions. Neutral diplomatic platforms can provide a safe environment for the participation of civil society and women mediators in resolving complex humanitarian and political crises.

In a context of global division, it is the combination of impartial neutrality, preventive dialogue, and empowered women's leadership that can transform declarative intentions into working mechanisms for sustainable peace.
