Documents Adopted at the Khalk Maslakhaty Set State and Economic Priorities
The package of documents signed by President Serdar Berdimuhamedov following the Khalk Maslakhaty meeting represents more than just a routine legislative record; it constitutes a comprehensive macroeconomic and institutional framework for Turkmenistan’s development over the coming decades.
The approved National Strategy for the Industrial Development of Turkmenistan for 2030–2045 serves as the foundation for the country’s industrial surge in the decades ahead. This long-term document outlines the trajectory for the transition from a resource-export model to a high-tech, innovative economy characterized by high value-added output. Spanning the next fifteen years, the strategy aims to drive the structural transformation of the industrial sector, accelerate the adoption of processing technologies, establish new industrial clusters, and strengthen the position of domestic products in global markets.
The foreign policy trajectory and the legal framework for implementing Turkmenistan’s neutrality are embodied in the Resolution approving the national concept titled "International Law and Turkmenistan’s Neutrality." Adopted in the context of implementing the UN General Assembly Resolution declaring 2028 the "Year of International Law," the document aims to systematize the experience gained from Ashgabat’s neutral status. The concept mandates that ministries, agencies, and law enforcement bodies formulate a unified state policy in which the practical potential of permanent neutrality effectively serves the causes of peace, regional security, trust, and preventive diplomacy.
A crucial aspect of leveraging human capital will be the State Program on Youth Policy through 2031, along with the accompanying action plan for its implementation. The Resolution by the President of Turkmenistan shifts engagement with the new generation into a practical realm—ranging from support for youth-led scientific and technological initiatives to the creation of conditions for their full integration into the political, economic, and cultural life of society. The program aims to cultivate a knowledgeable, patriotic, and competitive generation prepared to meet the challenges of the digital transformation era.
The adoption of the National Action Plan on Human Rights in Turkmenistan for 2026–2030 has solidified the humanitarian and legal dimensions of state-building. This document strengthens the national system for protecting citizens' rights and freedoms while establishing a structured platform for cooperation with the United Nations and other international institutions. The Action Plan will serve as a practical guide for state and local government bodies, reaffirming Turkmenistan’s commitment to its international obligations and the principles of the rule of law.
Each of the adopted resolutions reflects the comprehensive, systemic nature of state governance, in which economic progress is inextricably linked to legal culture, the development of human capital, and the strengthening of the country’s diplomatic standing on the international stage.
