The Ministry of Education of Turkmenistan is conducting selection for vocational education programs (Bachelor's and Master's degrees) at Romanian universities for the 2026/2027 academic year.
From February 23 to March 8, the International University for Humanities and Development is accepting applications to Romanian universities from Turkmen citizens with general secondary, secondary vocational, and higher vocational education.
Information on the list of specializations, the number of places available for higher vocational education programs (Bachelor's and Master's degrees) at Romanian universities, and the terms and conditions of study is available from the Admissions Committee.
List of documents:
- Application and questionnaire in the standard format for citizens of Turkmenistan;-
- Character reference from your most recent place of study or employment (military unit);
- Twelve 3x4 cm photographs;
- Application in the standard format for higher education institutions in Romania;-
- Birth certificate (copy and certified translation);
- Certificate of permanent residence (copy and certified translation);
- A copy of the first two pages of a Turkmen citizen's passport for exiting and entering Turkmenistan (the passport must be valid for at least six months after the start of the chosen program of study);
- A document confirming a name change (if applicable) (copy and certified translation);
- For undergraduate admission, original SAT (Scholastic Aptitude Test), TOEFL (Test of English as a Foreign Language), and IELTS (International English Language Testing System) academic assessment certificates. Applicants who have a certificate of successful completion of one of these academic assessment tests are given priority in admission.
- For admission to a master's program, original copies of the GMAT (Graduate Management Admission Test) and GRE (Graduate Record Exam) academic assessment certificates are required. Applicants who have successfully completed one of these academic assessment tests are given priority in admission.
- For admission to higher education institutions, winners of state subject Olympiads for schoolchildren and participants in international Olympiads and competitions in general education subjects are also given priority. Original certificates of completion of additional courses (if any) issued by competent educational institutions in the country (copies and certified translations) are also required.
- the original (copies and certified translation) of a document certifying general secondary education, secondary vocational education, and higher vocational education. If the applicant is in the final year of high school, a certified copy of the report card (with grades indicating academic performance) must be provided. If the educational document was issued in a foreign country, a certificate of its recognition in Turkmenistan must be attached;
- Original diploma supplement (copy of examination form, transcript and its copy, certified translation);
- Statement that the applicant has not previously received a Romanian government scholarship for study at the corresponding level of education (receipt);
- Certificate of completion of a Romanian language course or of Romanian language studies (if applicable);
- Curriculum vitae (CV) in English, French, or Romanian;
- Health certificate in accordance with the format established by the Ministry of Health and Medical Industry of Turkmenistan (health certificate for citizens applying to higher education institutions outside of Turkmenistan).
In addition, applicants must submit the following documents to the admissions committee along with the above-mentioned documents:
- a Turkmen citizen's passport and a Turkmen citizen's passport for exiting and entering Turkmenistan;
- a military ID card certifying military service in the Armed Forces of Turkmenistan and a registration certificate for young men who have not completed military service (a copy of the certificate and a certificate from the military registration and enlistment office at their place of residence).
Translations of documents must be provided in one of the following languages: English, French, or Romanian. The Admissions Committee reserves the right to request additional information about the applicant if necessary.
Applicants are personally responsible for any incorrect or false information, as well as for submitting forged documents.
A selection interview with applicants will be held on March 11-12, 2026, at the International University for Humanities and Development.
