Work for the future, targets, and achievements of Turkmenistan for January–May 2025

Speaker Dunyagozel Gulmanova spoke about measures to bring legislation into line with modern requirements. During the reporting period, 8 new laws were adopted, including on judicial reform and Turkmenistan's accession to international agreements in the maritime sphere.
Changes have been made to the codes concerning criminal law, arbitration, family and labor law, taxes, migration, and transport. Draft laws are being prepared to protect the rights of citizens, intellectual property, virtual assets, as well as to establish a jubilee medal for the 30th anniversary of the country's neutrality.
Over five months, 6 credentials from foreign ambassadors were accepted, 30 meetings with foreign parliaments and international organizations were held. Parliamentarians participated in 48 seminars and made 17 foreign trips to study international experience.
Deputy Prime Minister Khodjamyrat Geldimyradov reported on macroeconomic indicators:
GDP increased by 6.3%. The highest growth rates were in the transport and communications sector (10.8%), trade (9.9%), services (8.6%) and agriculture (4%).
Industry grew by 0.8%, construction - by 4.75%. Production increased by 9.7%, retail turnover - by 12.5%, foreign trade - by 5.4%.
The state budget was executed by 101.2% in terms of revenues, by 97.6% in terms of expenditures. The average salary increased by 11.4%, all social payments were financed on time.
Capital investments increased by 16.3%, including the national agricultural development program. Deputy Prime Minister Batyr Amanov reported on the oil and gas industry: the Turkmennebit concern exceeded oil production by 109%.
The growth in production of gasoline, diesel fuel and lubricating oils amounted to 101% to 121%. The production of liquefied and associated gas increased by 2.2% and 2.5%, respectively.
Deputy Chairman of the Cabinet of Ministers Tangryguly Atakhalliyev noted the growth of agriculture by 13%, with particular success in water management (140.2%) and the cotton industry (121.6%).
Investments have been utilized by 311.8%. The wheat harvest has begun in the regions, and work on caring for cotton and vegetable crops is active. Silkworm breeders have collected over 2,100 tons of cocoons - all obligations have been fulfilled.
Deputy Prime Minister Baymyrat Annamammedov reported on the construction complex: plan fulfillment - 109%.
The Ministry of Industry and Construction Production (114.8%), the Ministry of Construction and Architecture (113.4%), the Ministry of Energy (108.8%), the Turkmenhimiya Concern (105.6%), the Road Agency (104.8%) and the Ashgabat Mayor's Office (111.8%) have high rates.
These data reflect the stable development of infrastructure and production programs.
Deputy Chairman Bahar Seyidova presented an overview of the cultural sphere: the first meeting of the organizing committee for the preparation of the 34th anniversary of independence was held, music competitions, festivals, exhibitions and international cultural forums were held.
The Turkmen delegation visited Iran on a pilgrimage to memorable places. The work covering libraries, museums, publishing houses, the Turkmenfilm film studio and the media was also discussed.
Deputy Prime Minister Bayramgul Orazdurdyeva spoke about the development of education, science and healthcare. Schoolchildren and students won 711 medals at international Olympiads. Innovative teaching methods are being introduced, international cooperation is expanding, the number of postgraduate and doctoral students is growing. Advanced technologies are used in medicine, charitable assistance is provided to children in need of care. The Turkmen-German Forum, Immunization Week and Day of Turkmenistan at WHO were held.
Athletes won 349 medals at international competitions. On the occasion of World Health Day, bike rides and a national wrestling tournament were held.
Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs Rashid Meredov noted that 293 international online meetings were held in five months, 73 international documents were signed, diplomacy through embassies is being intensified.
President Serdar Berdimuhamedov made a successful visit to Mongolia on June 1-2, 2025. Since the beginning of the year, the head of state has visited Uzbekistan, Russia, Kazakhstan, Japan, Mongolia, as well as Monaco, France and Tatarstan. Turkmenistan hosted the Prime Minister of Georgia and the Secretary General of the ECO.
Director General of the Transport and Communications Agency Mammetkhan Chakyev reported on the growth rate of services in the supervised sector - 115.3%.
Cargo transportation increased by 3.4%, passenger transportation - by 2%. Railway services increased by 4.6%, motor transport - by 10%, air - by 20.5%, sea and river transport - by 13.4%, communications - by 20.8%. The "Concept of Digital Economy 2019-2025" is being actively implemented.
President Serdar Berdimuhamedov heard the reports and instructed the deputy prime ministers to ensure the implementation of plans at a high level. He congratulated the silkworm masters on the successful fulfillment of contracts - over 2 thousand 100 tons of cocoons were delivered to the state.
The head of state noted the successful development of trade and economic ties and approved the new composition of the Turkmen-Russian cooperation commission.
The President reminded about the approaching Eid al-Adha, an important spiritual holiday celebrated on June 6, 7 and 8, and wished health and well-being to all citizens of the country.
